Fix my Outlook!

I My Outlook is not working and i cannot Send/Receive emails.

The server provider says it is an Outlook issue not with the server.

Solutions are:

1) Restart outlook
2) Restart the computer
3) Enable offline mode, restart outlook & disable offline mode
4) Disable the email account & re-add it

I don't understand technology so other than1) &2) above I don't know what I need to do.

I require someone to fix my Outlook so I can Send/Receive emails.
