Windows App Developer

I need developer to create simple windows application. It should automate multiple installs.

List of available applications is on the server (ex, .json). When the user start the application the list will be displayed. The user will select which applications want's to install (ex: Chrome, Firefox, Filezilla....) and the application should install it automaticaly (download from the original location and execute "silent" install).

Silent install means the user should not click "accept, next, select install directory....)

I have no idea for budget, send your proposals, examples and most important, short explanation how you will solve the task (ex: which technology you will use, approach how to install automaticaly...)
