Visualise geo location data using a map based on SVG

Description of requirements/features: We need someone to visualise data for different location and bring it to one place. When people click on a location they see the trend for last 5-10 years in a line graph. We will provide similar example.

1) We will provide the group of postcodes for each location. You will need lookup only those postcodes and do average for each month and each year. We will provide the master CSV file.

2) The historic data should be calculated and saved when admin upload new data. We don't want calculation to be done each time user loads the page.

3) We would need to update the master CVS file each month and it should update the map automatically.

4) The map needs to mobile responsive.

5) users should be able to toggle between two variation of the data i.e. all and a segmented part (from the same data). For example all properties or detached house.

6) When people click on a location they see the trend for last 5-10 years in a line graph for that location.

7) To do this job you would need to good with collecting data from CSV file based on set parameters and outputting them on a web page.
