            Project Overview
We require a desktop application that allows a user to:
Load a race video (MP4) and record specific timing data at 4 key points in the race for 6 individual dogs.
Input a Race ID each time a new video is loaded.
Nudge through the video frame-by-frame to identify the exact start time of the race.
Play, pause, and step through the video as it runs.
At each of the 4 race split points, the user will manually click on each dog's timing box at the exact moment they cross that point, automatically recording the current race time.
Export these recorded times into an Excel file (one row per race, with columns for Race ID and times for all dogs at all points).
After saving, the system should reset for the next race.

Will this application be used on a specific operating system (e.g., Windows, macOS), or does it need to be cross-platform?
