Training Website Development

Development of an online, internet based system which will deliver online training courses to users.
The basic functionality will be the delivery of materials such as presentations, text material and videos to students.
Students will access course content via registered account with with the system.
The student area will enable a student to access material relevant to the course they are taking.
The student will be able to upload their coursework.
Tutors will be able to login to the system to manage course material and review student's coursework.
The system should have internal messaging functionality between student and tutor.
The system also offer testing so we require environments to be made available to students for testing for a limited time period, Student complete and submit a test which will then only be accessible to their tutor/administrators.
Admin functionality will also be required (e.g. adding new courses, new users, tutors etc).
The system will be dual language.
Ideally we would also like support with the design both in terms of colour scheme and layout of the system.
