PHP website redone with Laravel or equivalent

Description of requirements/features: Entire website has already been done (www.directmacula.co.uk) from scratch and is fully functional but not yet in use.

I need the whole website to be re-created using Laravel or similar PHP framework in order for it to have better security / hacking prevention. Recently penetration tested by a professional, who found that the flaws largely lie with the fact that the code had all been written from scratch (as opposed to a known framework being used).

I am assuming for an experienced user of Laravel or similar framework, it would not be too difficult to re-create the site (it has less than 10 pages, with only 1 standard user registration, 1 user submittable form, a few static pages, and a log in area for an admin to view the appointments that have been booked). You would probably need very little extra info or input from me to get on with the job, because the whole site and its functionality are already there and just needs to be replicated (I will grant access to the server / back end / FTP files etc).

I need someone with this kind of PHP experience, must be able to write code securely, and be able to fulfil any recommendations by penetration tester. I only need to know if you have experience making SECURE WEBSITES, as this project is about SECURITY. Please DO NOT bid if you are unfamiliar with PHP security & secure code writing, as payment will ONLY be released upon completion and upon penetration tester agreeing that the code and site are securely written with no obvious security risks.
