Online Event Calendar to replace one old weekly meeting website

Need to build an online Event Calendar to replace one old weekly meeting website:
https://www.emc.ncep.noaa.gov/HWRF/weeklies/
The new website would look like https://www.washington.edu/research/trumba-calendar-example/ , plus an option to sort the events by presenters' name as well (e.g. https://www.emc.ncep.noaa.gov/HWRF/weeklies/MEET_INDEX/index.html
). The calendar should be clickable and linked to the simple event page (e.g https://www.emc.ncep.noaa.gov/HWRF/weeklies/APR19/APR042019.html )
The website will be placed on Apache webs server. The file system is fairly simple (we only have at most 0-5 meetings each month, so we manually create a folder for each month, e.g. APR19, and put the presenter's ppt, the information of the presenter' name and date in the folder) . See attached screen print for how we store the files. Therefore, using html/PHP/javascript, without database and SQL, should be sufficient.
