Magento: Configure Upsell Products

General information for the business: Spex4Less: Online Glasses Retailer
Kind of development: Customization of existing program
Description of every module: For each individual product page display 4 additional products for up-selling on Magento. Use the attached image as a design guide.
Description of requirements/functionality: Below the description on each product page for Glasses and Designer Glasses (Not Sunglasses) up-sell the top 4 product results based on the following attributes:
1. Frame_Product_Type must be glasses or designer glasses
2. It must be greater than or equal to the price of the current product
3. Frame Size (a2_size_width, a2_size_width_2), one of these attributes must be within 2mm.
4. Frame Type (full rimless, semi rimless, etc)
5. Frame Material (Plastic, Metal, etc)
6. Brand
7. Frame Shape

Then format each product similar to the mockup attached.
CMS and Admin requirements: We're currently running Magento 1.9.2.4.
Extra notes: We have a long list of projects that need to be done, this is just to get a feel for the cost and assess the quality of implementation.
