Implement panning and zooming on a ReactJs based whiteboard app

We want to implement panning and zooming on a ReactJs (not React Native) based whiteboard app, similar to [Miro.com](https://miro.com/). We are not using canvas. The key functionality that we are looking for is:

- Panning (we already have a workable implementation of this)
- Zoom
- Scaling objects

We will supply a template of existing functionality for moving items on the whiteboard, the task will be to add the above functionality into this template.

There is a larger opportunity for further work for the right candidate.
