If the workbook is "Read Only" then whoever built it decided consciously to lock it with a password to prevent users copying or modifying it, which is what you are looking to do?
If you want it 'unlocked', just ask the creator to do it for you, Otherwise you have no permission to 'modify' it, and whoever does it for you could be in trouble if the workbook is copyrighted? -
