Download a data file every 15mins and display data as a chart

This project has 2 parts

First need a script or a macro or some method to login to a website and download a xlsx file every 15 mins (between 9-5). The report is generated on user action so you can't just call a url to download the report.

2nd part, a program to show the data in that xlsx file (simple bar chart or something like that, see picture attached for rough sample), that updates as a new file is downloaded.
