Custom gifting website including script and full functionality

We require either a custom built membership website using a gifting script or one using a WordPress plugin which can be easily integrated into the existing WordPress archieture.

As a gifting community we would like to automate the process of gift giving, we have written a workflow and required functionality. We do not require any integration with a payment processes.

The community runs on 2 membership plans (neither currently have a cost to the members) and we would like the ability to be able to add more plans based on the logic of the existing plan.

Key functionality is:
- A secure membership site for a gifting community capable of handling over 200,000 members (we don't have this many at present but would like to ensure the current system could handle it).
- System should create and close mini groups also known as families based on our criteria
- Must be able to enable a member to subscribe multiple times based on our criteria
- Members should be able to clearly see who they should be gifting to during the registration process
- System should log all activty by all members including Admin
- Offer different permission levels - Systems Admin, Admin and Members.
- Designed with mobile/tablet devices first - using responsive design techniques
- Integrate chat function within Groups and overall as a community
- Support ticketing system to help members raise requests and queries
- White labelling - ability to licence the system to other companies
- Use of Google Authenticator to access member and admin accounts
- Full content management system to create new pages, blog posts, etc.
- Full backup and restore system in case anything goes wrong.
- As future proof as possible using latest coding language standards.
- Ability to import existing members using a CSV file as we have a small number of members we would like to import into the system once it is up and running
- A training/test mode - perhaps this would be better served on a sub domain. Happy to take your advice on this.
- Multi language support

We would like to go live in August 2020, and would also like to work with Developers with experience in writing scripts for gifting or mlm type of businesses as they'll understand the logic quicker.

All rights must be transferrable to us once the project is complete.

We have written a Statement of Works and a process flow to help explain the actions and user journey.
Please note, we will expect the Developer to be comfortable signing a NDA (standard practice) and supplying details and if required contact information for previous clients to verify work completed.

We don't mind where you are based, however you must be able to engage with us and keep us informed of the progress using tools like Skype or other preferred channels. We would also welcome video calls.

As I'm sure you will be aware, there will be continued work after the initial phase.
