CSS work on an existing homepage to allow for a revised format

I need some CSS work done to the homepage (only) of my WP website, to allow for a revised format. The proposed format is pretty straightforward. The attached document provides a sketch of what I'd like to achieve, which I understand is not possible with the current CSS.

I have all the text in MS Word. I have all the images, except the opt in form, which needs to be sourced or designed.

Note, this task requires both high-level CSS and design skills. It also requires patience because I am a very fussy person - and therefore quite difficult to work with.
