Create a website

I want a website created with either PHP or .NET with MySQL as the DB. The website must have a registration module (CC payment), an exam module( it is an online test taking application) and of course an admin module for the administrator.

I have an existing website, which I want to rebuild with tight optimization in terms of performance and SEO friendliness. I want tight coding standards implemented in this project.
