I have come across an issue were the Cookie Notice is not showing up for the following site IE11 :
https://www.ndfr.nl/Delen
However, Cookie notice shows for the following site on IE 11:
https://www.omroepbrabant.nl
Could you help us to identify the issue ? as we were unable to identify why exactly this is issue is happening and help us resolve this issue.
