Coder/programmer

For an artistic short film- I’m Looking for a coder/programmer who can build an algorithm that randomly selects time based files (.mov) and links it to text from a database I’ve created. I have about 30 Minutes of video footage which I have divided into segments (about 30 seconds each segment). The algorithm should randomly play the segments one after the other and every so often select a sentence randomly from the text data base and have the it appear as a subtitle.
