Clean up excel sheet of data each week

I have an excel sheet which has data across the different rows.

I want to be able to convert my messy excel sheet into a nice tidy one. I.E some rows need rules adding to make them tidy, some need to just moving their place etc..

I'm not sure if this is python script, or if we can make it an online system where I can upload my raw data and get a clean excel to download, but I want a way that will work on both Mac and Windows that's easy to clean up this data each week.
