C# method using .net standard 2.0 that performs RCA Encrypt

Require method RCA "Encrypt" that will take given inputs below, and generate the "output".

I have the javascript that you can convert, or determine the correct RCA settings to use on a standard .netstandard RCA library.

Perform Encryption with Method provided by you. See javascript files as methods are in there and tested work. Either convert Javascript or determine the
standard RCA methods to use with correct conversion. i..e javascript conversion or RCA standard library with example in use.

Requirement: Need one c# .netstandard 2.0 method that will convert above and produce expected output for given input (i.e. .net standard RCA encrypt using same mechanism as in java script) :-
