AI learning assistant bot

1. Build an AI speech recognition bot that can learn from MP3 audio speech files, and text documents.
2. Enable upload of same.
3. Develop the bot to converse about the content as a web based speech assistant.
4. Enable the correction of the assistant's knowledge as a text based editing function.
5. Integrate paid services voice.

This first stage does not need a sophisticated UI design, just a basic functioning prototype that can be tested with a simple interface for 1. MP3 upload 2. Voice response 3. Text response 4. Text content editing.

I am looking for proposals from experienced AI language developers who have existing AI related code available for a maximum fixed price (please note the maximum cost listed below).
