Web View Android Mobile App

I need a quote for a web view mobile app for Android marketplace.

Here are my requirements:

It will be a web view app running a website however, I want to track the GPS (Google Map Location) of the user and save that info in a Mysql database. The location tracker will update the location only when the app is in use and update the database. The returned location should be a compiled address location and not the coordinates of a map.

I already have the web services and working php database code so you just need to call the javascript Google API for location tracking.

Also, I need the source code of the app and you need to make sure the App at least targets API level 26 and compatible with Android 4.1 and higher versions.

Please go through my requirements and provide me a quote and time frame for building this app.
