Service Charge Tracker in Excel

Hi,
I need a “service charge tracker created within excel.
I run a housing company, we have multiple properties with multiple tenants. Each tenant has to pay £15 per week service charge. I need a way of keeping track of these payments. I would like a tracker to keep a tally of the who has paid and when, and automatically calculate the outstanding amount, if they miss a payment.
I need the tracker to have the following functionality:
• We need to be able to add properties and tenants to the tracker on a continual basis.
• I need the spreadsheet to have protected fields. So that certain fields won’t get deleted in error.
• To pull reports in a easy to read format (i.e. bar chart, pie chart) of the total amount collected in a week/month as well the total of arrears for the same period.
• Users of the tracker will just add the amount paid into each week and the total or arrears will automatically be calculated
• I need to be able to pull reports of amounts collected and arrears for a selected number of properties/tenants. I.E. We have 54 tenants across 18 properties, I may need to see the amounts collected for 40 tenants across 10 properties within a time frame of the last 4 weeks.
