JOB LOGGING AND MANAGEMENT APP

We need the following functionality within an App which we can use both on our phones AND our PC's via a web-login. We have hosting that we could utilise.

We are Property Managers. We need to have a system where clients can alert us to jobs that need doing via a portal or we can input details adding pictures / video and narrative. Once the job is logged we need to be able to send it to a number of contractors simultaneously but on an individual basis. The contract who clicks to accept the job changes the status of that job to In Progress so none of the other contractors can accept it. The contractor who accepts the job must then receive reminders, hourly until they update the job as 'in progress'. When 'in progress, the client and ourselves would be notified and the client would receive the contact details of the contractor at that time. If a contractor says the job is complete they need to be prompted to send in a picture of the work and the client must also confirm it is complete in order for us to close the job out from an admin perspective. There are expensive systems out there like Fixflo but we only need this for internal tracking and having a system which is secure and responsive and which will give us a dashboard showing o/s jobs, in progress jobs and completed jobs etc.
