I need an app made for android and iphone

General information for the app: App with in-app purchase capabilities
Description of requirements/features: I want to build a basic App for an IPhone and android.
The app consists of:
"Home" page: Includes a picture and a written introduction.
"Tours" page: This page consists of 4 descriptions of audio tours available for in-app purchase. Each description includes a picture, a map and a few paragraphs describing the tour. Customers need to be able to easily purchase the tours using the apple or android store as well as paypal. Once the customer purchases the tour, it needs to be delivered to them automatically through the app. The purchased audio tracks must be accessible offline.
I want to have the capability to easily edit or add tours at a later date.
I have built this app on a template-based app building website but am unable to implement in-app purchases. I need many changes made but the sample pictures may give you a better idea as to what I'm after.

The finished app needs to have the capability for me to easily add more tours for in-app purchase.

Finished product needs to include: the App and the code base. The App must be submittal-ready for Apple Google Play stores.
I have my own developer accounts for Android and Apple and plan on publishing the apps under my own accounts.
