I need an app designer/web developer

General information for the business: I would like develop an app for students to access text books based on their subject areas
Kind of development: New program from scratch
Description of every module: An app or site to access resources on different subject areas by students i.e Mathematics, English, biology etc
Students will also be able to access past question papers, test papers, activities etc on a particular subject area.
There will be a database that will hold all the contents which can be accessed by users. There will be a user login.....could be a group login in or individual log in.
my suspicion is that a website might be better for this rather than an app or probably the two. I will need a proposal detailing possible structure.
