Fix Android App Issues

I have two existing apps that use the same basic code. Im having real difficulty getting an Android developer to give me clear help in getting the notifications side of the apps working correctly. Probably because I've been using a Chinese and Spanish developer and the language barrier is getting in the way.

The apps are done, they are working. I just need someone to fix this issue with notifications and make 2 other minor changes.

What I need:

1. The app pulls content from an RSS feed. Currently the apps should deliver notifications to the user's device at 11am and 19:00 with the latest post at 11am, then the 2nd latest at 19:00.

* The app should only deliver notifications if there were new posts that day.

* The app should not need to be running to send notifications.

* If the phone is off during one of the notification times, when turned on again, the notification should show.

* The app has worked for me in the past, I havent changed anything, but I cant seem to get it to work correctly on my phone now no matter how many hours I spend testing.

Issues: Currently it seems to be sending out notifications to users, but despite trying to bug fix this I can't get it to reliably deliver notifications to the user at the two specified times. I have both apps installed on my HTC One S and notifications do not arrive as expected.

Rarely they arrive, sometimes they dont, if I change the time on the device then I can get notifications to arrive but for the most part it's not working correctly.

2. One of the apps currently has Google Analytics tags appended to each URL (the app sends users to a website). We need to add these tags to the end of the url on the other app too.

3. Currently when the user opens the app, its blank. They have to drag down the slider to update it with any content. It needs to autoload content when opened so the user is not greeted with a blank screen.
