Cross Platform App that Integrates with a Web-Application

I work at this company called Barnett Capital and we loan money to borrowers so they can invest in real-estate. To ensure that they're using the money correctly, we send out inspectors to their properties. We are currently in the process of creating an application that the inspectors can use to conduct their inspections. A part of the application is that we would need a phone app that allows the inspector to take multiple photos and then upload the photos to our database in the background while they use our application. We need someone to create a cross-platform app for this purpose. You would be working directly with our developer who created the inspector web-application.
