Consultancy website

I require a website built from start to finish, no more than 10 pages, has to be wow and unique, i know what i want, but do not have the time, and almost need a project manager, who is going to both research and design the site.
As this project will be done remotely, i will require the candidate to have excellent communication skills, someone who is from a consultancy background, who knows the objectives that will need to be covered.
The areas to cover will be, Human resources, recruitment, event management.
The project needs to be started asap, and ideally would like it completed within 40 days.
I have a corporate identity in mind.
