Do you need web app or mobile app or both developed?

This is a web app, but you seem to be primarily targeting phones rather than desktop browsers? You are not after a mobile app.
Also, with regard to messaging. You want email like messaging, rather than chat? Do you need instant notification of new messages or can they be shown when the user goes to a new page (or refreshes the current page)?
