    To clarify, the users will go through the risk assessment workflow and once complete, generates a certificate?

    Would this be a PDF with data embedded, such as completion date, etc?

    Can you clarify what you mean by user based system, html / php modules? Visuals? Do you need UI / UX or would a simple, standard setup sufice?
