Opencart Website - Design and implement a new website

General information for the website: Wholesaler and manufacturer or promotional items
Kind of development: New website from scratch
Description of requirements/features: I am looking for someone to complete the whole process of designing and implementing a new website for our company.
The website should be built in opencart.
There will be four sections - two of which will be e-commerce. The other two will more or less be pages promoting our services.
We will have around 50 items to sell in section 1. Prices will vary depending on quantities purchased.
Section two will be similar, but each item can be customised with one of 50 or so specific designs - mix and match
I will require the website to be mobile friendly.
The checkout process must be easy and straightforward for either new or returning customers
There should be a marketing facility built in (IE, the ability for customers to sign up to a newsletter and for these emails to be easily exported)
The site must be east to update with new products and images. The order dispatch system must be straightforward for our staff.
You will need to set up the new website on our current hosting with UK2.net, or with another provider if more appropriate

Timescale - completion within three weeks
Budget - around £500.
Communication - I'll only work with someone who is happy to communicate both by email and phone.
