Looking for opencart expert

I'm looking for a hands on opencart expert for long term collaboration;

I have a client who has a webshop on opencart.
Phase 1: finishing the current webshop so it can go live (is already live but advertising will start when webshop is decent-.
Phase 2: Bring the webshop to the next level and advice on new possible improvements

Also, we are starting other clients on Opencart, we need someone to administer/advice and support as we work with Joomla.

Budget depends on what needs to be done, we will work with "pieces" of work, the client wants f.e. new custom developments, we discuss, you give a price range and if ok for client we start.

So this is based on trust.

We"re looking for:
-Someone who is in for the long run
-who can understand business requirements and translate in a technical solution, which is also efficient (good value for money).
-Communicative
-Opencart and PHP skills
-Eye for design is a very big plus
-Joomla knowledge is also a plus as our client portfolio is mainly Joomla.
