Deutsche Webseite - Woocommerce Packages Configuration

Hi,
I need someone to help me out with the configuration of our woocommerce (German webseite).

We have introduced a new section to our business which makes it necessary to send two parcels at times.
Originally, we were offering free shipping for one package with purchase of 20 Euro plus, but that screwed up the entire system.
We are a very small business, please keep that in mind when sending proposals, and we are quite keen to find someone we can work with long term on all those wordpress / woocommerce issues.
