Rental Property Admin and User Database driven Portal/Site

We have a small rental unit with 12 rooms rented mainly to students and overseas temp workers. We need a database driven small login portal/site for the tenants with a back end admin area. SEE THE ATTACHED FOR A VISUAL UNDERSTANDING.
I’m no expert when it comes to programming/databases etc, so no technical questions... I wont be able to answer.
No need to “Pretty” the pages... Just basic working functional pages.. I can “pretty” up the actual look of the pages
in the html (that I can do). I just need all the functions and info available to the “user” driven by a database which
can be administered and updated in a very admin user friendly and simple control panel by the admin.

The “Admins” will just be office workers... They need a simple “click this, click that, tick this, tick that, enter this, enter
that... Simple, obvious, user friendly environment.

I have your standard hosting through cpanel with all its usual functions/ and unlimited databases etc etc for easy setup.
