Excel Programme

I need a GoogleSheet solution for this:

I have a list of 20 products that we need supplies of.
I have 10 suppliers that supply the products.
I need a spreadsheet that has 10 sheets.
Each sheet will only be visible by the individual supplier assigned to that sheet.
The supplier will regularly update the sheet with the current price of their product.
My customers will choose two or three products to buy at a time.
I need the spreadsheet to calculate which is the supplier with the cheapest option for that combination of products and to create a PDF with the details of the products and the supplier ready to be emailed to the supplier, and a payment request to the customer.
