Data Scrape of UK Planning databases to collect Agent details

Brief:

I need a one off project - someone to provide me 500+ planning agents for Planning Permission applications in England who have submitted more than 5 applications in the past year. This will involve accessing Council planning databases as per links below:

Example of output attached - Data scrape 1 photo. All of the columns inc application link needs to be provided so that we can verify data. I will need in excel sheet - Need name, email.
