Create databse

I wish to create a database with four main sections plus a summary. Most are text based inut. There are a few number based - these will require a look up table. The level oif data caclulation involved in reporting is minimal.

It will need to allow data input at three levels and report writing functions.

Ideally it would be an executabl file and would in the future have the possibility of movig to a web based application
