Update Website - need good designer and experienced with wp

We need the following changes made to our website:
1. Theme update ID Store
2. Update word press
3. WPbakery page builder – install and make sure works, currently seems to make hamburger in reactive theme disappear
4. Reactive part of website make changes
- Reduce size of top
- Remove section under logo with search bar, login, basket etc and replace with "book now" button and Telephone number.
- Move hamburger to left of logo

We are looking for some one very experience and competent with:
1. Wordpress
2. Good eye for design, colour, what looks good (this is a problem with some developers)
