Update and clone an old WP site

Description of requirements/features: This a two part project.

Firstly enhance an existing WP 3.0.1 site http://www.thesurreycentreforeatingdisorders.com/ to the latest version and convert the existing home page and menu code into more standard WP so that end users can edit the site.
Replace the animated GIF slider with a more useful WP slider.
Make the site / template response for better iPhone viewing.

Then secondly clone the site to a new URL to create a sister site with a similar look and feel but with a different color scheme and a revised menu structure with a second menu level on the side of pages, leaving just main pages on the home menu without drop downs. Similar but different pages in terms of page number, size and content.

Welcome design thoughts and ideas. Limited budget and nothing to fancy. The market is people looking for help with therapy. They need safety, understanding and compassion. Has to be easy to use and welcoming.
