PHP/MySQL development work required for bespoke customer site

We need a simple customer management system created using PHP/mySQL to allow customers to have a simple user account login to be able to see allocated stock/balances & shipping information alongside an option to request more stock adhoc. There will be an admin login requirement to enable updates to when stock has been shipped and increases in stock allocation if agreed. There is no commerce element to stock/shipping as we provide charitable provisions to our customers. This need not be a complex piece of work, just a simple form based interface to show the customer what they are getting and when with use of PHP-mailer for confirmation emails etc.
