New web page template

I need help building a new template page for my website which is a review platform which is hosted on WordPress. I have attached the rough designs of the features I would like to implement onto the new template which includes space to embed a YouTube video. Some of the features have already been implemented on the template (e.g. hashtag feed and shade/colour thumbnails), so it would hopefully be a case of just moving some of these features around a bit as well as adding a few more functionality. I have attached two documents, one shows the design of the new template which I require and the other document shows the existing template I'm currently using.

Please include the full price in your proposal as I will base my decision on price and the ability to do the task at hand. As I'm working on a tight budget, experience isn't a huge deal for me as long as your able to create the template as specified.
