Need Website Fixed

I had my web www.MiraclesofChrist.com site re-built a couple of years ago and ever since then I have lost all traffic. I have been busy with other works and couldn't attend to it, but now I would like to focus on repairing this site so it gets views again.

Also, the site has some function issues:

1. I want the banner to be present on cell phones
2. need short code errors removed from pages
3. please remove the dates published from each miracle
4. remove who put the miracle online (Michelle A.)
5. remove the spam comments....the unknown comments which I can't even see that is under each miracle
6. make approved comments visible
7. There is no way to submit miracles
8. I need the format of the pages easier to use and more visually pleasing too
