I need changes made to the home page of my website

I need cosmetic changes to the homepage of my website.

these will consist of re-positioning things on the page, graphic design changes, content changes, but no acutal coding changes.
I will provide you with the graphic art and the content that needs to be changed.

It is just this one page that needs to be changed on the site.

Winning bidder needs to be familiar with wordpress but doesnt have to be an expert.
