I need a wordpress website for an online directory

In the past I have had many PPH people just reply to the brief with a price and saying they can do the work. This is no good to me as then I have 20 or 30 people saying the same but proving nothing. This also applies to just listing past projects - this doesn't show me that you understand my brief.

I am building up a database of educational courses on a particular niche. Each course has details like how long it is, the cost, etc. Every course is linked to a school. Some schools only have one course but some have up to 30. Each school and course need their own listing and users should be able to search and browse within both schools and courses.

I would like to base it around Wordpress. I have my courses and schools as a CSV which will need to be uploaded at the start of the site. After that I will want to be adding, editing and deleting records within an admin area. Users should be able to suggest new courses and schools, as well as suggesting alterations of existing records. These submissions should be held in an admin queue to be reviewed by me.

Users should be able to sign up and login. Some of the information will only be for logged in users. At the moment I think it will be free to sign up but it would be good to have the option to charge via PayPal for subscriptions (this PayPal development work can be charged extra to me if I decide to have it in the future).

I would like space within the theme for a few advertising banners (Google Adsense etc).

I did a bit of research myself into off-the-shelf directory themes but the biggest problem with them all is that they only have one type of listing. I need to link courses with schools whereas most theme seem to have each listing not linked to anything other than it's category. I.e. a local listing themes have standalone items but in my I need to be able to say that courses ABC1, ABC2, ABC3 are part of SCHOOL-A and that courses DEF1, DEF2, DEF3 are part of SCHOOL-B.

Location is a small part of my listings (i.e. ideally a little google map) but most of the themes I have seen seem to make a map the centerpiece of the theme. As my courses and schools are worldwide this doesn't really make sense for me.

Also, I won't have images for many of my schools and courses so I don't want the listings to be 90% images and 10% text. I will use placeholder images where I don't have any yet.

I am open to combined a theme, plugins and some bespoke coding if needed. Please suggest what will be needed to achieve all I want. If you use existing plugins and themes please ensure that the cost you tell me is the only cost (i.e. I don't want to have to pay for plugins and themes on top) and that there is no time limit on their use (i.e. they are not only for one year etc).

Please ensure the amount you bid covers everything in my brief. If you cannot design something I wrote her they say so in the application. This is important because if you cannot deliver what you have promised then I will not pay.

As a test to see if you have read the brief please include the phrase "Yes, I have fully read the brief" in your application. If you don't write this word-for-word then I won't read your application as it's the only way I can be sure.
