I need a web developer to create a Wordpress theme

General information for the website: Magazine and eCommerce site
Kind of development: New website from scratch
Description of every page/module: I am working on new site for my non-profit charity organisation. I have created a mockup in Adobe Muse which should be used as the guideline only. The mockup is not to be used as the reference in creation the same site in wordpress. Required Wordpress theme needs to be done from scratch following look of the mockup. (current code is messy)

1) I need Web Developer to create a theme. THIS PROJECT IS NOT ABOUT CONVERSION OF THE STATIC PAGE TO WORDPRESS. I need a WP theme done from scratch.

2) PLEASE DON'T CONTACT ME VIA EMAIL, SKYPE, LINKEDin and other. Any attempts will be ignored and your application will be blocked.

3) I have good understanding of wordpress and I will not accept half-measures. I need fully operational theme that will not require user to know CSS or coding. Site will be used by staff members who are not expected to do any fixes in code whenever content is pasted and needs formatting corrections in the text mode or editor.
I would like to apply visual composer WHENEVER POSSIBLE. (http://codecanyon.net/item/visual-composer-page-builder-for-wordpress/242431) - plugin will be provided)

In the past I have ordered creation of the site on PPH and it looked ok until any content edits were made. Once new text was pasted in, entire layout would break, spacing would be corrupted, alignment would be non exising... Basically I would like my staff members to be able to remove all content if needed and implement new content without breaking layout and general 'look and feel' of the page.

4) I need the final theme to be checked for errors and free of errors.
