This is unlikely to be drupal problem; impossible to diagnose from drupal level.
Most likely
- email ends up in spam at destination (client would have checked this though)
- email is rejected by destination due to dns lookup problem
(please check if it doesn't bounce; and check 'from:' address in drupal config. If it is not a real domain email some destinations servers reject messages)
- problem with mailserver on your host server (see server's mail logs)

- perhaps config of your webform doesn't populate 'send to' address with a correct value?
