Design & backend of websites, need top notch quality

General information for the website: cams review site and dating sites
Kind of development: New website from scratch
Description of requirements/features: We are an online affiliate company and currently have 1 adult dating review website and we are going to need about 3 other completely different designs and also we are starting a cams review site. In each vertical we enter, we want to create 4 different websites so we can monopolize google rankings.

We need a design agency that really is top notch and understands CPA offers. We need these to convert well. We are not looking for the cheapest company, rather the best in quality. Of course we are looking at pricing, but quality is the most important. We will not be hiring 3rd world countries for this, too many bad experiences.
