Kind of development: New website from scratch
Num. of web pages/modules: 3 pages
Description of requirements/features: Design and build a site similar to this, http://freepostcodelottery.com/ in WordPress, but much simpler and less cluttered and with space for 4 or 5 adverts.
Must be a friendly, neutral colour scheme (I can provide what I have in mind)
This is a first iteration so will probably be heavily changed after a month or so, therefore I do not want to spend a lot of money on the initial site.
