Custom Joomla Theme with Custom Joomla Modules

I have a design for a template I wish to have on Joomla which would need to be designed. I have images detailing how each module should be shown and how it works around the website.

The website layout is so that there are many sections to the website. The section is always auto-updated through the sub-sections in the section. In each of the sub sections there will be a unique admin controlling content added.
