Write a custom Wordpress Plugin to allow functionality to place sticky Mobile ads in the top and bottom of my pages.

I should have the ability to put two custom ad codes in the CMS, one for top, one for bottom. This should automatically sticky them top or bottom for mobile / tablet devices.

The top ad should have the ability to collapse / open as per Google Adsense (can show example).

I would like a setting where I can set them to appear or disappear after a certain amount of scrolling. (can show example of site doing this on front-end).
