Estimated project duration: less than 1 week
I am after someone to help with a software development job to provide a data set of car numberplates in a car park at a given time using a mobile phone (apple iphone7 ideally) to record the numberplates over a number of hours over a 36-48 hour period (taken on say an hourly/1.5 hour basis).
The data (UK number plates mostly) would need to be recorded for the whole car park on each visit and the application should recognise the first time the numberplate/car is seen and the last time it is seen so that an estimated duration can be established. New UK numberplates generally follow AA12ABC and in the data record, the first 2 letters should be asterisked so they can't be identifiable (new GDPR/data storage regs).
A variable additional time period might be added to obtain the more likely duration of stay (say 30 mins) depending on the time band.
The dwell time for each time period then needs to be calculated using the manually inputted tariffs at the time with a manual entry for long stay parkers see uploaded example.
For each visit to the car park to record the cars, the total number of cars during that survey period needs to be shown so that it can be compared with existing data from other sources.
Happy to use open source APIs as the backbone for the info recording, but any licence fees must be agreed before committing and must be fit for purpose (works in low light, quick recording capabilities, minimal data use)
Summary:
Data/spreadsheet to be provided in Excel format as a minimum but also able to provide csv option if required.
Needs to record data using OCR or ANPR on a mobile phone (ideally iphone 7)
Needs to minimise use of mobile data to be downloaded to speed up analysis and reduced data download time.
Ideally can be done by video rather than individual shots, but if video, the individual number plates can be retrieved/downloaded
Needs to be GDPR compliant, ie recognise all number plates but remove first 2 digits for recording.
Needs to be able to work with lower light levels (inside a multistorey car park and at night but with some background lighting)
Ideally to record number plates without having to check or agree
Possibly to intelligently guess a numberplate if a poor read or provide an exception report
This is hopefully a one off project but could result in potentially recording upto 10,000 numberplates over a 2 day period (max in this case) hence the need to minimise data transfer from a time, memory and cost perspective.
Sample spreadsheet attached for a similar project 4 years ago but with fixed ANPR cameras for very accurate timings/full data - the idea is to create a spreadsheet that will allow reasonably accurate estimation of revenue at a car park for a year using assumed occupancy levels over the period of the surveys.

the number place can be recogined using OCR tessract , Only one case will be ther e if image is blurr. I have worked on this so In your cased iphone send a hd images and OCR can read easily . Image need to be sent on server and it will read parse image and returnd the text on number plate. OCR tessaract library is perfect for this ,Or can use OPEN CV the latest technques and have better result . Please let me know if we can discuss more on this and send you a perfect solution.
